is an expert in international project management, EU policies, and cultural diplomacy, with a focus on the European Capital of Culture and its impact on urban and regional development. She has managed numerous international projects across continents, empowering teams and fostering sustainable development through arts and culture.
Else served as Project Manager for Voices of Culture, facilitating dialogues between the European Commission and stakeholders across Europe. She has advised Ministries of Culture and cities on cultural relations and European Capitals of Culture, and in 2020, she was nominated by the European Parliament to the ECoC Selection and Monitoring Expert Panel.
Else has conducted studies on ECoC cooperation with East Asia, Japan, and China, and led the ECoC candidacy for Sønderborg and Sønderjylland-Schleswig. She has also managed numerous EU projects, including LEADER, Objective 5A, Horizon, Creative Europe. Else has worked as programme manager at the British Embassy in Beijing and as Director of the Danish Cultural Institute in Brussels.
Her academic background includes an MA in Political Science from KU Leuven, a Master’s in Germanic Studies and European History from the University of Melbourne, and postgraduate studies in sustainable development. Else also holds several diplomas in leadership and innovation.
